Dataverse database license

I have below requirement, please suggest which licensing is suitable.

 

Developing application with Power Apps, Power Automate and Power BI. This application uses Dataverse database. Need around 50 GB data storage. 

Should be able to create Environments: Development, Test and Production.

Should be able to create pipelines to deploy the application.

Development users are 4

End users are 300.

    All users will need:

    • An M365 licence
    • A Power Apps Premium licence, which includes 0.25GB database storage per licence

    Any user that needs PowerBI/Fabric will need appropriate licencing for that. Depending on how many users need access, you can have it bundled in the M365 licences (e.g. E5), standalone, or an org capacity licence. That part gets more complicated.

    Thank you Bryan for quick response. It helps. As per your above suggestion if I take

    Microsoft 365 business basic for end users who can access Power Apps application which is using Dataverse would be fine?

    and for Development purpose Microsoft 365 E3 / E5 ( To create multiple environments and Pipelines)

    Is my understanding right.

    or

    Complex Power App requiring custom connectors or advanced Dataverse features Power Apps per user or per app Might still require Business Premium for access to SharePoint data.

    Is this sufficient?

    Not quite:

     

    Users will need both an M365 licence AND a Power Apps Premium licence. The only exception to premium licencing and Dataverse is when you use only the lighter version called "Dataverse for Teams". Otherwise, Dataverse is a premium feature requiring premium Power Apps licences.

     

    Be careful not to confuse licencing with admin privileges. A user with an E5 licence does not automatically get privileges to create environments. An admin role such as Power Platform Admin is required for that.

    The conclusion is for end user I should have M 365 + Power Apps Premium (per-user) or Power apps per-app license for end users.

    Yes, and weigh carefully whether you should be doing "per user" or "per app" licences. In an org with 300 people, they typically want more than one app, so "per user" may be the more cost-effective route in the long run.
