In the sitemap for my model-driven app, I would like to add a "URL" subarea and be able to change the URL address dynamically using the value of an environment variable. Can anyone think of a way to do this without just customizing the sitemap for every environment?

How about a CustomPage with a PCF on it containing an IFrame which you can set dynamically from the environment variable?

The dynamic URL will be for an external website that should open in a new tab/window, like how it works if I hard-code a sitemap URL. I want the user to stay on the current page in the originating window. Correct me if I'm wrong, but I think you're idea would change the current page to display the custom page.

My idea would place an IFrame inside the "div" provided to the PCF, so basically show the Iframe on the whole page in the sitemap. But you need a container for the PCF, so that's why I needed the CustomPage for that.
A while ago I would have proposed an HTML WebResource, where some javascript code runs in onLoad and would replace the location of an IFrame. In the new app designer I don't see the HTMLWebResource option, but you could use a Dashboard for this.
So the second idea would be to use a dashboard, place a HTMLWebResource on it. Inside the HTMLWebResource you would have only an IFrame, and you use some script to redirect the IFrame Url.
