I am trying to create a simple site similar to Microsoft Forums and Ideas page where users can upvote suggestions.

Hi @eholland

FYI. When you create an environment. Make sure you "Enable D365 apps". Adding screenshot below

Once you created it then you should be able to choose the community portal template.
