I have tried installing the on-premise gateway on two separate machines, yet I am still not seeing a Gateway in PowerApps. I am using the same Office 365 account for both. Any suggestions for troubleshooting this?

Did you run the network ports test from the gateway configuration? In general the gateway uses port 443 for communications, but there are some outbound connections to the Azure Message Bus that run on specific ports. If those ports are locked down in the windows firewall or your network firewall the gateway won't work. Here's an article that discusses how to find and run the test.

Yes, I ran the connectivity test, and it completed successfully. However, my gateway is still not showing up within Power Automate. Any additional suggestions/tests?
