Interesting problem, and I need some help.
I have logged in to powerapps.com with my regular ID.
I can choose from the 2 environments at the top right of window.
However, when I click the cog to go to the admin center, it says I need a license.
I have had the Powerapps Plan 1 license for a couple of months now.
I am trying to get in so that I can upgrade the CDS database.
Any advice would be greatly appreciated.
As discussed over PM, the best way to mitigate this is to either extend the trial if you already have one or start a new one that will give you access to the Environments tab in the Admin Center.
If that is not visible, even after you try the above, please do a complete logout/login (and ideal clear cookies). This will force a refresh of the plans and it should reflect in the portal and the Admin Center.
I suspect you used to have a P2 trial license that allowed you to see the Environments tab in the Admin Center (admin.powerapps.com). If the plan expired, then you don't have the ability to see that tab anymore.
I can confirm the above if you share the email you use to login to PowerApps with me in a private message. I can see if there is a way to unblock you, but I first have to check the status of your account and the licenses you used to have.
I am an O365 Global admin in my company.
Has the policies been changed? I used to be able to access it, even without the plan 1 license.
I can still access the entities, etc in the CDS, but I can`t get it to do the upgrade.
Very worried that all my hard work is going to disappear.

The admin center is geared to tenant admins(including O365 Global admins) and environment admins.
You need either a PowerApps Plan 2 or Flow Plan 2 to access the admin center. Learn more
