Is it possible to change the mouse cursor when a user hovers over a text Label? Essentially, I want to make certain text Labels act like Buttons, if possible. I want figure out a way to turn the mouse cursor from the "arrow" pointer to the "hand" pointer when the user hovers, similar to what happens with Buttons.

No, there is not any way to do this. The workaround is to make a button with a transparent background.
Put this code in the Fill property of the button.
RGBA(0,0,0,0)

Currently there is no property like "OnHover" for label control to set this. You could try to post an idea in below forum to ask for this if you need this:
