What role for Power Apps Portal developer?

Hello,

What role should I give to someone who only needs to make a PowerApps Portal solution?

He asked me to give him Global administrator role to do so, but this is not necessary, right?

In general portal work there is one or two scenario where Global Admin may be required, e.g. to do the initial creation (and depending on what other settings are set it may not be needed) - this is as per that screen shot Raga included in your previous post.

This link has a list of the roles that can perform various actions https://docs.microsoft.com/en-us/power-apps/maker/portals/admin/portal-admin-roles

note: whilst Global Admin is listed it is the highest level role, if you do not trust the dev etc do not give this role (Global Admin can manage your whole tenancy, sign you up for billed services, lock you out of your tenancy and disable all your users.  Often they will ask for the Highest role as it will give them the ability to do everything they need to do, but if you have other sensitive information in your tenancy then don't assign it

However, this is just for the general portal.  If they are doing something more extensive e.g. Implicit Grant Flow  there may be other setup and development access required.

I regularly work for external clients and am never given Global Admin where the Tenancy already exists, about the only time we get Global Admin is if it is a fresh site and we are setting everything (Office 365 tenancy) up for the Client.

Once the portal  has initially been created, and users to be used is created, the Dynamics 365/DataVerse "System Administrator" role would give them pretty much all the access they would need.

    Hi @Celia

Definitely not required. With reference to the previous post

    https://powerusers.microsoft.com/t5/Power-Apps-Portals/Make-user-to-built-portal/m-p/1524904

You can create the portal and make the user an owner by accessing Azure application registrations and finding the portal app, then add the user as an owner.

Note: Global Admin is only required to enable power bi integration.

    Hope it helps.
