I'm also experiencing this issue. Looking in Chrome DevTools reveals that the JavaScript source maps are failing to load:

You can see the invalid JSON error quoting an HTML comment, which obviously isn't JSON. Trying to view the source of any of those URLs, e.g https://sourcemaps.powerapps.com/srcmaps/static/js/module/dialogPage~topicDetai~08ecb604.14d46252.chunk.js.map, gets you redirected to login.microsoftonline.com. Evidently there's a login cookies/authorisation issue on that domain.

P.S. I tried logging out, deleting all Microsoft and powerapps.com cookies, and logging back in again, but that didn't resolve the issue.

I'm experiencing the same issue with PVA. "This feature isn't available until your bot has finished setting up", leaving unable to publish updates.

    Hi All,

We are deploying stability fixes that should help in making bot creation more stable. I would suggest trying to create a new bot in 2-3 hours.

@examine_mine, During the bot conversion, try to use English letters in "Bot name" field. If you can try again in 2-3 hours, that would be awesome. Feel free to message me directly if you still experience Bot conversion issues.
