Hi:
I would like to familiarize myself with Power Apps, but I am neither a student or employee at the moment. How can I do this when it requires either an employee email, or student email to start?

You can start with a one app licence for $10/mth USD, or unlimited for $40/mth.

You'll simply need a free outlook.com email, to track your progress.
Beyond that, there are a few ways to sign up for a trial instance (30 days), and then you can try some of the labs. Additionally, MSFT's app-in-a-day is mostly self-explanatory, and you could try that as well.
