When will it be possible to create more environments to support ALM in a Power Platform Developer plan?
Do we have a roadmap of it?

I doubt there is a plan to facilitate this; the developer plan is deliberately constrained to prevent people from trying to use it for production purposes.
However, they have relaxed the controls on things like number of users, so if you sign up for a developer plan and someone else on your team signs up for one, you can access both, so you should be able to do any ALM dev/testing you want that way.
