msbuild error "Microsoft.PowerApps.MSBuild.Solution.targets(137,5): error : Value cannot be null."

Anyone know how to resolve this? 
Whenever run ms build or msbuild /t:build / restore
within the solution folder I am met with this error below. 
 
Nothing on the web has worked so far. my targetFramework is:
.NET Framework 4.6.2 SDK
.NET Framework 4.6.2 SDK targeting pack

Could it be the version I am using?
