PowerApps Center of Excellence Installation Issue

I am trying to install the PowerApps Center of Excellence starter kit. See: Introducing the PowerApps Center of Excellence Starter Kit - Microsoft Power Platform Blog
I have downloaded it and tried to use Import Solution to install it. However, I keep getting this error:
 
 
Has anyone else experienced this, and if so, how did you solve it? I made sure I have the latest version. If no one here has experienced this, I will reach out to the COE team on GitLab and post a bug.
