I have a power apps and when i want to use it with an other account in my company i get error

The user with object identifier 'id' in tenant 'id' does not have an entitlement to use PowerApps.
Session ID: id thats the error i get when i want to log into that account and everyone should have the same licence and i even tried an environment without dataverse. How can i check what licence that account has

Please go to the Azure portal at portal.azure.com.

Search for the respective user account by email. Once the user profile is opened, you will see the Licenses tab on the left-hand side. Click on it to view the licenses assigned to that user.

OR

Since this is related to Power Apps, you can go to make.powerapps.com, click the Settings (gear) icon, and select Plans to view the licenses available for the user.

if its empty does it mean its not loading or i dont have any or would it say no licences
