Could you provide a screenshot? Rules do not require a special license and should be avialable at all levels.

The Rules tab is no longer appearing for me either. It used to be next to the Properties tab. Can you still see it in your editor?
I was thinking it had gone away too, but I just created a new PowerApp this morning from blank and its still there in my editor.
I'm testing Power Training and i need rule in screen 6.
What browser are you using? i'm using the Dev Edge browser and when I start a new app it still shows for me.
I tested on Edge, Chrome and EdgeDev.
I used Europe site. I don't now how probe in USA site.
I think this is a regional problem. The Rules tab doesn't appear for me in the UK tenant that I usually use. It doesn't appear when I create a new app, and it doesn't appear when I use Edge either.
However, it does appear for apps in my US tenant.
Maybe someone else in Europe could check to see if appears? @iAm_ManCat maybe??
Heya @timl, can confirm, Both UK tenants I have access to don't show the Rules tab anymore:
Thanks @iAm_ManCat! I think that helps to suggest that this is a problem that's affecting only the UK/Europe.
