"Action" Tab is not available in my Copilot Studio Agent

I have copilot studio license to create agents, I dont see "action" tab to perform the actions in the agent, other than extion i have everything else like trigger , knowledge etc etc.  How so i make it enable? is there any setting ? or some license issue? Please suggest.

    Microsoft renamed Actions to Tools, so you probably have an Tools tab there.
