Creating Environment variables

I have been trying to set up a Power App template and have tried using the Power App Environment Variables.
 
I have created the template as a solution setting the data source as variables.  I have got the solution to work and when it is exported, with replacement sata sources, then Imported it works great.
 
The issues I am experiencing, I am assuming, is due to the fact that I am locked into one specific environment. I am assuming to use this as a template I need to store the "Template" solution in a separate environment from where i want to copy it to.  Am I right in my assumption and is there a way around this?

    I'm trying to understand what the issue is ? 
    if you implemented a solution as template with environment variables you can just export and import into another environment and then setting up the variables for where you want to import it.

    Thank you for the reply, my issue is due to me not being able to export to another environment as i am only allowed, by my company IT rules, to access one our default environment.

    Environment Variables exits within that specific environment only
    if you create a copy of the original template, you are still connecting to the same variable
    all changes to the variable will affect all apps in the same environment connected to the variables
     
    in this case what I would do is not to use environment variables
    I would setup the variables within the app itself (e.g. in Formulas or OnStart), where makers would update them according to their case
     
    Environment Variables are suitable if you work with different environments

    Happy New Year. Thank you for your reply before I finished before Christmas I realised the hard way by doing a few rigorous tests. For me to throw my hands up and say forget about it until the new year. 

    I will have a look at this later on and use the app variables instead.
