Unable to publish agent in Copilot Studio – License/permission issue

I am facing an issue while trying to publish a Copilot agent in Microsoft Copilot Studio.


  • I currently have a trial license.

  • I was able to publish another bot earlier with the same license.

  • Now, when I try to publish this new bot, I receive the following error

“You currently do not have a user license that allows you to publish in Copilot Studio. Please contact your administrator to upgrade your license or enable the necessary permissions.”

                                          

This is confusing because I still have my trial license active and already published a bot before.

Could this be a quota limitation, license restriction, or a permissions issue in the tenant?

Any guidance on how to resolve this would be appreciated.

    If you searched, you would see that many people have asked this, and each time I answer the same.
     
    Microsoft changed something roughly on the 22nd. It has impacted Trial's. I do not know what they changed or even why, but I would open a ticket with them to get help on this issue as they made the change..
     
    Its definitely annoying for people for sure.

    We are experiencing the same issue with Copilot Studio. Our trial license is still active, and we were also able to publish an agent previously.

    However, now we receive the same error message when trying to publish either a new bot or one that was previously published.

    I've attached a screenshot for reference.

    Any updates or guidance from Microsoft on how to resolve this would be greatly appreciated.
