Add a dataverse choice via a powerapp or page

Hello,
 
Is it possible to add a dataverse choice from a powerapp or from a model driven app page?
I thought this set of choice would be more static but now I get a lot of requests to update this.
I have it as part of a manage solution so I have to do an update each time a make a change.

    Aren't these types of changes generally blocked in managed solutions?
    If I were you, I would refactor the application and change the choice to lookup a table.
