I can and have created an app in PowerApps at create.powerapps.com. I'm able to publish it and use it on my phone, but when I try to share or manage the app via web.powerapps.com, it reroutes me to https://web.powerapps.com/getStarted, which just prompts me to start a free trial. I am using a global admin account and can access https://admin.powerapps.com, portal.azure.com, and admin.microsoft.com/AdminPortal/.
Any idea why I can't access this page to edit sharing settings?

Which license do you have for your PowerApps?
I have made a test on my side, and don't have the issue that you mentioned.
Please check if your PowerApps License has been expired, if yes, please purchase a new license or re-purchase the current license for your PowerApps, then check if the issue is solved.
In addition, please take a try to clear cache of your browser, and then try it again to check if the issue is solved.

Thank you @v-xida-msft. I figured it out, I have a Office 365 Business Essentials subscription which apparently lets you create apps and use them personally, but doesn't allow your organization to use them. Not sure what the point of that is, but I was able to fix it buy purchasing 1 PowerApps Plan 2 seat for the App Owner. I can now share it to users in my org.
