Just wanted to check some things first:
This message is normally caused by a Premium Connector used in the app or any use of Dataverse (also Dataverse tables). The basic internal Microsoft users do not have access to use these premium features so the message will continue to pop up as a warning. Normally, the internal Microsoft users have the Power Apps for Office 365 license and the Power Apps Per User Plan trial license. First check if the users have the Power Apps Per User Plan license and second you need to check for the privileges of those users within the environment to be able to have the full access. You can check for the licenses in Settings (gear icon) ---> plan(s)
Let me know if it is the case that the app does not use any kind of premium connector and the message keeps showing.
In case that the use of these premium features does not affect in any kind the users you are sharing the app and just don't want the users to get confused, I'm afraid that option is not available for now. I suggest you can create a new idea in the Power Platform Community Power Apps Ideas - Power Platform Community (microsoft.com). The product team has direct visibility of these ideas, and they will implement it on the basis of the highest number of votes received.
