Good afternoon, I am building a PowerApp that will write data back to a SP list using a form datacard. I have verified "Title" is NOT required in the list settings, I've refreshed the PowerApp's data source, but I am still getting an error "Field Title is required" when submitting my form data. What am I missing?

This is a known issue.
Here is the thing, if you've created the form already, sometimes it's just that the data source needs refreshing and the Title data card needs to be deleted (as it will still have in the advanced property under 'Required' = true even if you've changed that on the data source and refreshed).
As a workaround, you could try the following options.
1). Unlock the Card and set Required property to false
2). Change the DataSource to anything else (making the form invalid), then choosing that data source again to recreate all of the cards:
