You would need to install the on-premise gateway on the cloud server where you installed SQL Express.
The only version of SQL Server that you can connect to without a gateway is SQL Azure.
Once you install the gateway, you should be able to make a connection.

When you say that an ODBC works from the outside, can you confirm what you mean by external? Do you mean over the Internet or from another machine on your local network? Through the Internet.
My server, on which I am trying to initiate the connection, is a cloud server. Also, if from this server, I try to create a sql connection on another sql server, this is created regularly.

It looks like you're trying to connect to an on-premise instance of SQL Express.
Have you installed the on-premise gateway?
When you say that an ODBC works from outside, can you confirm what you mean by outside? Do you mean across the internet, or do you mean from another machine on your local network?
