OneDrive for Business - Saved Files Data Sync Issue - Data Missing

I have a flow that creates an Excel file from a Power Bi table and saves it to OneDrive for Business cloud.  The flow then emails the file that was created. The issue is when the file is emailed, only the first row of data is included. I tested adding a delay in different increments (5 min, 30 min, 1 hour, 2 hours) and sometimes the emailed file includes more rows but not always.

 

I have another flow that takes a file created in OneDrive for Business cloud and saves it to another file in the same OneDrive account. Again, the file saved only has the first row of data. I put a 3 hour delay on without any luck. Attached picture of that flow.

 

I believe it is an issue with the OneDrive for Business syncing the cloud file. Any ideas how can I overcome this? I have googled for hours and not found any solutions other than to add a delay which isn't working.
