We want to create a power app duplicate this form. However, there is no data so we have to create our own tables in dataverse. Any suggestions?

You need a Table where it is called a header with the Team Members and Functions, Then you need to add another table with 1:N relationship from the first table for the sessions.
It would be better as well if you explain the business case and how it is working and if the number of sessions are fixed or can increase over time.

The business case is that one department wants to record their team members' attendance. The regular users (Team Members) will be able to use the app to edit/update the attendance record. The admins (Their managers) will be able to go in and view the total attendance records of team members. Also, the admins should be able to add/edit/delete any team members (which means that Team Member table should be dynamic).
For the separate table with sessions. should I use Team Members' id as foreign key? And also, how should I show the date even though no one is working on that day (For instance, Aug-20 as shown in the screenshot.)
