Sending messages/notification for all users

Hi Everyone,
 
I am trying to send messages to all users in Copilot Studio (admin trigger the action and the copilot will send every active users with copilot installed a message). I saw in the limitation section of Copilot Studio said that it's not possible to send proactive message on Teams in the unified canvas. Then what options do I have to implement this features? Thank you so much.

    I think there is no direct way to achieve it.
     
    Can you try to explore the below ways if that can help,
     
    Create a Power Automate Flow that triggers the message to all active users. This can be done by querying your Azure Active Directory (AAD) to get a list of users or groups and then using the "Post message in a chat or channel" Teams action.
     
    Else, if you have very sound technical background, you can try using Microsoft Graph API which allows you to interact with various Microsoft services, including Teams. You can use the API to send messages to Teams users via a custom-built solution. You could write a script or app that queries the list of Teams users and sends messages to them using the Microsoft Graph API.

    Use Power Automate with Microsoft Teams Connector:

    • Create a Power Automate Flow that sends messages to all active users using the Microsoft Teams connector.
    • Trigger the flow via Copilot or manually by an admin. The flow will iterate through the list of users and send messages via "Post message in a chat or channel" action.
