also, how do we remove users from being able to set them up ?

is there any way to see what the personal mode gateway are being used for
also, how do we remove users from being able to set them up ?
Log in as a Power Platform administrator to the Power Platform Admin Center (aka.ms/ppac) -> Data -> On-premises data gateways -> select Tenant administration. You'll see all gateways.
You can block users from installing gateways by clicking on "Manage gateway installers" but this will apply to both Personal and Enterprise gateways. I don't believe there's a way to block the creation of personal ones only.
