Who needs the premium licenses for solution deployment?

Hi,

I’m a bit confused about the licensing requirements for solution deployment.

There are three roles: Power Platform Admin (my role), responsible for code review and handling deployments, App Developers, and End Users

Based on what I’ve found online, it appears that all three roles—Power Platform Admins, App Developers, and End Users—require Power Apps Premium licenses when using Power Platform Pipelines for deployment. Could you please confirm if this is correct and help me understand the reasoning behind it?

If instead we use Azure DevOps to deploy solutions, who among these roles would still require a Power Apps Premium license?

All users in the environment need premium license.

Are you asking for only deployment? Then in your case it should be you and if the End users are going to use the app then they also need Premium license.

Hi CA1105,

Thank you for your answer. Yes, in my case, end users will interact the app that is deployed to the Prod environment. Therefore, me and end users all need Premium licenses.

Thank you for your reply explaining that premium licenses are required for using the Power Platform pipeline, both for myself and for end users.

On another note, regarding Azure DevOps, I watched the video "Power Platform Deployment using Azure DevOps - Episode 01 | Prerequisites and App Registration". At timestamp 2:31, it mentions that a Premium license is required for the entire pipeline operation. I would like to clarify who exactly needs the additional Premium Power Apps license in my case, as I couldn’t find a clear explanation in the article you shared.
