We are considering whether or not to enable developer environments for the Power Platform (currently not enabled). What are the pros and cons of enabling developer environments in Power Platform? What is the maintenance load on the power platform admin?

Note: Environments created using Power Apps Developer Plan that are inactive for the last 90 days will be deleted after notifying the environment owners.
You need to make sure, users are aware of this.
Developer environments add more values once the environment routing becomes GA.
As long as you have guardrails set-up and monitor the number of environments and solutions using CoE starter kit.
Make sure, you create own comms internally within SharePoint site or emails to communicate the consequences with users will help you manage it properly.
