Hey, Power Platform forum community members,
We have a DEV / TEST / UAT / PROD environment to do the application lifecycle for the Power Pages website.
We currently have one Power Page for Authenticated user pack (100)
Can I assign from this pack five portal logins to DEV / TEST / UAT and the rest to the production environment? Similar to Power Apps per app plan or AI Builders capacity add-ons?

The answer is yes. You can assign Power Pages App passes per environment. On another note. Usually, if the environment type is sandbox then the license assignation is not mandatory from my experience. It just works
