Hi, I'm new to PVA. I'm trying to create a chat bot that will check-in with a user at a set frequency to see if the person is still doing okay.

For example, if the user acknowledges they are going to start their work task, I want the bot to ping the user in the chat every 15 minutes to see if they are safe or need help. Is this possible?

I would suggest to have a look at proactive messages feature. That is a pretty good feature to notify a user from a bot:

Is it better to create the flows in power automate outside of PVA? Looks like that is the case in the documentation you linked me to. Just confirming my next steps would be create a power automate flow in power automate outside of PVA, correct?

In Power Automate, open the flow that you want to send a proactive message. Add the Microsoft Teams connector action Post message in a chat or channel.
For Post as, choose Power Virtual Agents (Preview).
For Post in, choose Chat with bot.
For Bot, select the bot that you want the message to be sent from.
For Recipient, enter the recipient's name or email address. You can also use dynamic content if the recipient info comes from an earlier step in the flow.
For Message, enter the message you want to send.

Unfortunately this no longer works for the new bots (none classic types) . New PVA doesn't seem to support proactive message sending: https://learn.microsoft.com/en-us/power-virtual-agents/advanced-proactive-message#prerequisites I also recommend reading "Important" section on the same page.
