Is there a way to connect to an on prem Oracle DB? I installed the gateway onsite. However I dont see a way to connect to an Oracle DB. Is there any documentation on this?

Also is there a way to invoke restful or SOAP service? e.g. a button click triggers such service call.

About connecting from PowerApps to On-premises Oracle Database, it hasn’t been supported yet, you could submit an idea at PowerApps Ideas Forum, other customers who have the same request would vote your idea, and PG would take hot ideas into consideration:
