Same difference, you use power apps to modify Dynamics 365.
Are these model-driven apps or canvas apps? I have seen... over the past 6 months dozens of people with this issue...
Other than telling them to clear their cache, run incognito, delete any unused Apps(I mean from everyone), flows etc.
What can happen is over time your Data Storage (Files, Solutions, etc) will start to fill up your resources. Its possible you guys are starting to run out of space. You would need to get into the Admin to check under resources for your Default environment, as everything comes off of that regardless (meaning you add storage to that and it gets parsed out).
Can you get your IT person to go to the Power Apps Admin, and select Resources from the left side to see whats being used.
since everything is stored in dataverse, the more and larger you get the slower it can be. Purging is a must have over time. Not saying that is it.. but aside from what I said above, this is the primary cause.
Please let me know if you can get those pictures or if for you at least clearing your cache, purging anything you can helps.
