I’ve published a Copilot Studio bot and our M365 admin has approved the Teams package (status “Allowed”). Org‑wide settings and permission policies allow custom apps, and the setup policy pins the app for everyone. Still, the bot never appears in “Built for your organization.” Users can install it only via the direct App ID link—and once installed, the chat stays blank for them.
The bot works perfectly for me (the owner) in Teams and in Copilot Studio’s test pane, but live‑chat transcripts show no incoming messages from other users, so it seems Teams isn’t forwarding their messages. Everyone has Basic User access to the environment, and we’ve cleared Teams cache.
Could a hidden cache or extra permission be blocking the catalog listing and message routing? Are there deeper logs to confirm whether Teams forwards messages to the bot?
Any guidance would be greatly appreciated.
