Is it possible to change the Environment URL in a community plan? There seems to be the option, I can click 'Edit' and add a new suffix to the URL but get an error each time I try -
Unexpected error occured. Request Id is aa3fe618-2981-490c-98ab-8fbc54b63153.
If I try to change to a URL I know is in use I get
The specified domain name with a value of 'xxxxxx' is already in use. Please select a different value.
Is this only available with a paid subscription?

Yes, you are right. Developer Environment URL link is generated by systems and doesn't support to modify.
Only the following type of environment support to modify the subdomain of the URL:
