We are working on an access model for our Power Platform.
Our default Environment was created before my time and while it has no security groups directly applied, I can see all AAD members populated in the Environment Maker and Basic User roles.
I have one user who does not have any form of licensing for Power Apps / Power automate etc, yet they can access this environment and create a Canvas app.
I was under the impression the user would need to have a PP license to even access the environment?
Is there some other role or permission they may have in Entra I can check that would allow this, or does having them in the Environment groups allow that access without a license?

As long as they have any kind of Office 365 license they will have access to the default environment. this is the environment MS uses for built-in functionality and all users have access to it. That can't be changed.

this is a expected behaviour of Default environment. All users of your tenant can use it and create canvas app.
Users without m365 license won't to can execute them after, the licensed users obviusly yes.
