Whose contacts do you want to get? Contacts of the user using the app or organizational contacts?
organizational contacts
O365 user connector cannot get organization contacts.
If you want to get organization contacts, please use graph api.
You can try to create a custom connector or call the flow to invoke the api.
There are many videos/tutorials on the Internet about calling graph api from canvas app.
And if i want to get Contacts of the user using the app
it is also ok
Please try to use Office 365 group connector.
Office365Outlook.ContactGetTablesV2().value
