I’m encountering an issue in Microsoft Copilot Studio related to topic switching and knowledge source integration with "Ask a question" and "Ask with Adaptive Card".

Detailed Issue:

Topic Switching Issue:
1. In the default conversation start, when there is "Send a Message" activity, the option to switch to another topic works as expected.
2. However, when I switch to "Ask with adaptive card" or "Ask a Question" activities and enable the "Allow switching to another topic" option in the "Interruptions" property, topic switching does not work.
3. This behavior is consistent across all flows, not just the conversation start flow.
Knowledge Sources Issue:
1. When public websites are linked as knowledge sources, extracting relevant information works only when there is "Send a Message".
2. If I switch that to "Ask with adaptive card" or "Ask a Question", the system does not extract relevant information or insights from the linked knowledge sources.

Steps to Reproduce:

Create a new Agent in Microsoft Copilot Studio.
Create another topic as "Pluto Mission" (Here is the YAML code: https://codefile.io/f/8canOTSiM2)
Now, add knowledge source as "Public Website" (The URL for knowledge source: https://www.spacex.com/)
For Topic Switching Issue:
1. With default conversations start; type "target plan for mars mission" in Test your agent pane
2. Copilot should return "Inside Confidential Pluto Mission!"
3. Now, for "Ask a Question" activity:
  1. Disable the "Conversation Start" system topic
  2. Create new topic with name as "Conversation Start With Question"
  3. Here is the YAML code for this topic: https://codefile.io/f/AyfIxt2aYn
  4. Now, this new topic should be enabled
  5. Hit refresh and "Test your agent" with the same message as "target plan for mars mission"
  6. Then it'll immediately escalate and won't trigger the "Pluto Mission" topic at all.
4. Now, for "Ask with Adaptive Card" activity:
  1. Disable the "Conversation Start" system topic as well as "Conversation Start With Question" system topics
  2. Create new topic with name as "Conversation Start With Adaptive Card"

  4. Now, this new topic should be enabled
  5. Hit refresh and "Test your agent" with the same message as "target plan for mars mission"
  6. Then it'll immediately escalate and won't trigger the "Pluto Mission" topic at all.
5. [NOTE: If you'll give exact trigger phrase from the "Pluto Mission" topic then it'll work in both scenario which is weird to observe. For ex: you can try with the phrase as "Future Pluto Missions by SpaceX" in Test your agent pane for either "Ask a question" or "Ask with Adaptive Card" it'll work.]
For Knowledge Source Issue:
1. Disable "Conversation Start With Question" and "Conversation Start With Adaptive Card" system topics and enable default "Conversation Start" system topic

3. With default conversations start; type "Vehicles planned for human space flight?" in Test your agent pane
4. Copilot should return something like: "SpaceX's Dragon spacecraft and Starship are planned for human space flight. The Dragon spacecraft is capable of carrying up to 7 passengers to and from Earth orbit and beyond [1]. The Starship spacecraft, along with the Super Heavy rocket, is designed to carry both crew and cargo to Earth orbit, the Moon, Mars, and beyond [2]."
5. Now, for "Ask a Question" activity:
  1. Disable the "Conversation Start" and "Conversation Start With Adaptive Card" system topics
  2. Enable "Conversation Start With Question" system topic

Expected Behavior:

Topic switching should work regardless of the type of activity used.
