The video control only works with videos added to the Power App.

You have to download the video, upload it to the Media tab in Power Apps editor, and then select it as 'Media'.

It is possible to play a video with a URL providing it is referencing the actual file directly (the last past of the URL is FileName.Extension). For example I have a SharePoint list with video files attached (one per record) and I can play the file with the Media set at (it is an Integrated App)
    First(SharePointIntegration.Selected.Attachments).AbsoluteUri
You cannot however play a link not referencing this format as Power Apps has no idea what type of file it needs to resolve.

Late to the party, but had similar issues with some of our users.  Opened a support ticket and received this:

They have confirmed that the Media control in PowerApps is only intended for use with publicly accessible (unauthenticated) video content. While it may appear to work for some users—likely due to their browser session already being authenticated with SharePoint—this behavior is not reliable or supported. The documentation explicitly states that the Media control is designed for anonymous access only: Audio and Video controls in Power Apps - Power Apps | Microsoft Learn

As for the Stream control, the Product Group clarified that:

Hope this helps anyone else who may be having similar issues.
