I have an app with 2 screens: Screen 1: New Mode, Screen 2: Edit Mode
I have three sets on attachment fields on each screen.
When I add my attachment it says "Unsaved", then when I submit the form, it does not populate to SharePoint
However, when I add the attachment to screen 2, it populates the attachment.
Is this normal behavior?

Dose in your NewForm Mode , the attachment control is required in your side ? If this , you need to add some attachments when you submit Form.
And can you show the screenshot for more details about your issue?
