If you are new to power platform and power automate for desktop please understand how it works in background
1. Its cloud based platform even though if you are using power automate desktop windows based app
2. Once you sign in into your account then only you can able to save flows into dataverse table
3. Whatever actions you added in power automate desktop that will be pushed to dataverse table only as API call
In simple, without internet you can't do anything here
