If a user has never used a Power Apps trial but still only sees “You need a Power Apps license to use this app” (no “Start trial” option), it usually means self-service trials/sign-up are blocked in the tenant, or the trial SKU isn’t available/assignable to them.
Admin should check the following:
In Microsoft 365 admin center → Settings → Org settings → Services → Self-service trials and purchases, make sure Power Apps trials are Allowed. If it’s set to “Do not allow,” users won’t see the trial option at all.
Also verify the tenant setting for self-service sign-up (AllowAdHocSubscriptions). If this is disabled, users can’t self-start trials.
If trials are allowed but some users still hit the license screen, check Billing → self-service trials and confirm the trial subscription exists and users can be assigned (admins can “take over” management of these trials).
