I plan to create an app using Dataverse as source data.
Is there a way to let user read, write, edit, delete data in Power Apps > Application (when they use the App).
But DO NOT allow them to edit in Power Apps > Data > Tables?

Not Sure that is Possible. Because user need to access back end means only user they can create/Update/Delete a Record.
I can suggest onething, try Creating one field in Dataverse (Yes/No) while trying to save a Record from DV pass the value as Yes.
In Plugin Check weather it is Yes or No if it is No throw error.
