Hi,
I updated the topics on the bot through PVA web version.
I have published the bot with new updates about 4 hours ago but it is not being reflected on the bot app on teams.
Updates are being reflected on the "Test Bot" and "Demo Web"
I even tried using the "Start over" to reset the conversation.
How can I fix this?

Did you try checking to see if the changes are in the Bot when you use the client inside Teams? The Teams PVA client adds the bot to a specific Solution in the Teams environment. If you updated the bot in the Web version it may have made a copy of the bot in a different solution.

I have found by typing "start over" into the Teams bot, it will trigger the "reset conversation" topic and pull all your new updates into the new conversation.
