Power Apps Portal Login license (TKP-00001)

Hi PAP experts,

 

I noticed there is a minimum license requirement of 10 seats for this SKU.

Have there any changes been made to this SKU or this is what it is from the very beginning?

 

Would really appreciate if you can help clarify the above.
