I want to create an automated flow that collects data from Microsoft Forms and saves the responses to a Microsoft SharePoint List
However, I'm stuck on one detail. I need to capture the start time of when a respondent begins filling out the form, but I'm not sure how to retrieve this data.

Currently, I open the Excel file generated by Microsoft Forms to sync the data and then use the 'Get Data from Excel' action in Power Automate to create an item in the SharePoint List.
Since you know the data is saved to an Excel spreadsheet as illustrated by your screen shot, just get the row from the spreadsheet:
You even say you are getting the data from Excel. I suspect your problem is that you are using List rows instead of Get a row.
