Solution Import Unknown Error

I am trying to import my unmanaged solution from Dev Enviroment to Default Enviroment but while selecting the ZIP file and clicking on next I'm getting
error "An Unknown error occurred". and I have enough permission on both Env.
 
I tried with new solution import = same error
I tried clearing cache and cookies of browser = same error
I tried using different browser = same error

    I'm wondering if the fix was found for this error.  I get the same error and it appears to be specific to the org and/or environment.  I shared my zip file and other sys admins and they could import the solution without issue.  My permissions are system administrator, so it's not general security.  It is also not browser specific as I get the same error in Chrome & Edge.  I'm able to select the file, but when I click Next I get 'An unknown error occurred.'
