Pay-as-you-go and Microsoft Copilot Studio User License

We're encountering challenges when trying to assign the Copilot Studio user license to a Maker while under an active PAYG account. The license type is grayed out when attempting to purchase the free user license so we may assign it. We have an active PAYG plan established in this environment rather than purchasing a credit pack. https://learn.microsoft.com/en-us/microsoft-copilot-studio/billing-licensing
 
Does anyone have any tips on how to make this license purchasable while under a PAYG account?

    You mention that a license type is greyed out. Where exactly do you see that behavior? The screenshot you shared is showing settings for the billing plan.

    Thank your for choosing Power Platform Community.
     
    When your environment is billed using Pay‑As‑You‑Go (PAYG), the Copilot Studio User License will always appear grayed out. This is expected behaviour/by design — not a configuration error.
     
    Under PAYG:
    You cannot purchase or assign the free Copilot Studio User License as Licensing is handled through Azure billing (Copilot Credits)
    User access is controlled through security groups, not licenses. This is why the “free user license” option is disabled.
     
    What you must do instead:
    To give a Maker access in a PAYG environment:
    Go to Power Platform Admin Center
    Open Tenant settings
    Find Copilot Studio
    Add the Maker to the Copilot Studio authors security group
    Once added, they can build bots without needing a license.
