i had few hours ago exactly the same problem : microsoft made a big update few hours ago
I just test again "now" and have the same problem.
There is a little workaround while the update process you could add "preview" to the url : it allow the use of the environnement with currently deploying feature : https://copilotstudio.preview.microsoft.com/ i just added preview in the url on the screen where like you i have the bug, and then i could make this screenshot.
It's temporary during the update :)
