PowerApps per user license/per app and complex entities

Can users with power apps per user license or powerapps per app access entities identified as complex entities..

Example: Bookings, work order product and work order service tasks.

These entities above are not listed as restricted entities but are mentioned as complex entities.

    Yes user's with per app or per user licenses can access complex entities.  The only difference between those licenses is how many apps you can use under the license.  Per app is limited to two related apps and Per user can have an unlimited number of apps.
