It appears that as of this week, the RTEGlobalConfiguration.json file and its configuration is no longer loaded. This happened over the weekend in all our environments. Anyone else experiencing this? We've opened a ticket with Microsoft but I figured I'd post here to see if anyone was experiencing something similar.
After speaking with microsoft, turns out they broke it... They provided us a temporary workaround, by adding this query parameter to the URL: &flags=FCB.ReplaceRTEv1WithRTEv2=false
